Charles A. Vice
Director of Financial Technology and Access
National Credit Union Administration (NCUA)
On January 3, 2023, the National Credit Union Administration named Charles Vice as the Director of Financial Technology and Access. In this role, Mr. Vice serves as the principal advisor to the NCUA Board on agency policy with respect to fintech, and fintech developments and transformation initiatives in the financial services sector, including cryptocurrency, blockchain, and distributed ledger technology. Director Vice’s responsibilities will include exploring methods to enhance the virtual examination and supervision process and promote the development and deployment of technologies and innovations that can expand financial inclusion and equitable and affordable consumer access within the credit union system.
Prior to his selection as Director of Financial Technology and Access, Charles served as commissioner of the Kentucky Public Protection Cabinet’s Department of Financial Institutions (DFI) for fourteen years and as treasurer of the National Association of State Credit Union Supervisors. Vice was also Chair Emeritus of the Conference of State Bank Supervisors and a Board Member of the Kentucky Financial Empowerment Commission. As commissioner of the DFI, Charles was responsible for the regulatory oversight of all Kentucky state-chartered financial institutions. Prior to joining Kentucky DFI, Charles was an employee of the Federal Deposit Insurance Corporation for 18 years, serving as a subject matter expert on subprime lending and capital markets. In 2007, Charles was the FDIC Chicago Region Employee of the Year.
Mr. Vice holds a bachelor’s degree in finance from the University of Southern Mississippi. He lives in Lexington, Kentucky with his spouse, Julia Vice. They have three children and four grandchildren.
